HR1, also known as the “One Big Beautiful Bill Act” became law on July 4, 2025. It brings together federal tax changes and deep cuts to Medicaid, SNAP, and college financial aid. Some of the general changes it makes:
- Narrows Medicaid access through tighter eligibility checks, frequent redeterminations, and new cost-sharing for expansion adults, leading to millions losing coverage.
- Tightens SNAP by expanding work requirements for able-bodied adults, raising paperwork burdens, and restricting benefits for certain households, reducing participation.
- Increases immigration and border enforcement funding and authority, expanding detention capacity, personnel, and surveillance and limiting some forms of humanitarian relief.
